
Advanced Training Institute (ATI), ONGC Goa—erstwhile IPSHEM—stands as ONGC’s flagship training hub and a center of excellence in safety, sustainability, and leadership development. Established in 1989 and rechristened as ATI on 27 March 2024, the institute has evolved from being India’s pioneering institute for safety, health, and environment management into a world-class platform that combines cutting-edge technical training, leadership programs, and sustainable development practices.
Certified under ISO 9001:2015, ISO 14001:2015, and ISO 45001:2018, and backed by GSPCB approvals under the Air, Water, and Hazardous Waste Acts, ATI has built a reputation as one of the most trusted safety training institutions in Asia. It is also the only PSU institute in India to hold the distinction of being a NEBOSH Gold Learning Partner and caters to accredited programs by IOSH, as well as OPITO.
Capabilities
The 250 Acre State-of-the-art facility is open to all High Hazard Industries across the world. ATI offers an integrated portfolio of advanced training, research, and leadership programs, trusted not just by ONGC but also by Indian Navy, Coast Guard, NSG, and other high-hazard industries. Its specialized training centres and infrastructure empower professionals to meet the toughest energy and offshore challenges. ATI-ONGC’s clients include: Rosneft (Russia), OIL, HPCL, NTPC, BPCL, GAIL (India), OVL, Total Energies, IOCL, IMC, DGMS, Cairn Energy, Airport companies (AAI, GMR, GVK, Adani, other standalone airports).

Environment & R&D
ATI houses a DSIR-recognized R&D Department with state-of-the-art laboratories equipped with ICP-MS, TOC, GC, UV-Vis Spectrometer, Ambient Air Monitoring Systems, and more. The department specializes in trace metal characterization, marine and offshore environment monitoring, and energy-related studies, contributing directly to ONGC’s exploration and sustainability efforts.

Occupational Health
ATI’s Occupational Health Division undertakes hazard assessments, industrial hygiene surveys, and workforce wellness programs. Hands-on CPR training with mannequins, awareness sessions on ergonomics, work-life balance, and hazard management further strengthen ONGC’s commitment to a safe workplace.
Sustainability & Technology Induction
In line with ONGC’s Net Zero Carbon vision, ATI operates a 01 MWp ground mounted Solar Plant with 1.128 MWh Li-ion battery energy storage system (BESS), reducing CO₂ emissions by 1,000 tons annually. Complementary projects include vermicomposting, STP, drip irrigation, and rainwater harvesting. Additionally, ATI is constructing a world-class Convention Centre (Plenary Auditorium for 5000 persons), Management Development Facilities and permanent Exhibition Halls, scheduled for completion by December 2025, along with 03 MWp rooftop solar plant on these upcoming facilities, a 30 kW Vertical Axis Wind Turbine system at ONGC Jetty location and additional 09 MWh Li-ion BESS constituting India’s largest “Behind The Meter (BTM)” MICROGRID system to power the 5000 kVA connected load at ATI ONGC Goa.
